Terms of Service
1. Agreement to Terms
By downloading, installing, or using Blockr for Windows, you agree to be bound by these Terms of Service. If you do not agree, do not use Blockr.
These Terms form a legal agreement between you and twoplus11 LLC, a Missouri limited liability company ("we," "us," or "our").
2. The Application
Blockr is a Windows network monitor and per-application firewall. It observes outbound TCP and UDP connections made by applications on your PC, records them locally, and allows or blocks them according to rules you set: per application, or per remote host. When an application Blockr has not seen before connects, that connection is blocked immediately and you are asked what to do with it going forward; choosing to allow it clears the block so the application's own retry can succeed. Blockr installs a Windows service, which needs an administrator's approval at installation; the service, run by Windows, creates and removes Blockr's firewall rules, and the application window never runs with administrator rights. Rules apply to the whole PC, and only an administrator can change them. Rules you confirm are, where technically possible, mirrored into the Windows Firewall as real rules so they continue to apply even while Blockr's service is not running; rules that Windows Firewall cannot express (such as a hostname or wildcard) are enforced by Blockr's service only while it is running, and are labeled accordingly in the app. Blockr does not inspect, decrypt, or proxy the contents of your network traffic. Blockr is distributed from twoplus11.com/blockr/windows.
3. Beta Software
THIS IS A PRE-RELEASE ("BETA") BUILD OF BLOCKR FOR WINDOWS, MADE AVAILABLE FOR EVALUATION AND TESTING. IT MAY CONTAIN DEFECTS AND MAY BEHAVE UNEXPECTEDLY, INCLUDING FAILING TO BLOCK A CONNECTION IT SHOULD HAVE BLOCKED, OR BLOCKING A CONNECTION AN APPLICATION NEEDED TO FUNCTION. DO NOT RELY ON IT AS YOUR SOLE NETWORK PROTECTION, AND DO NOT USE IT ON A SYSTEM WHERE AN UNEXPECTED BLOCKED OR ALLOWED CONNECTION COULD CAUSE SERIOUS HARM. WE MAY CHANGE, SUSPEND, OR WITHDRAW THE BETA AT ANY TIME.
Feedback you send us about the beta may be used to improve Blockr without restriction or obligation to you. Please describe what happened rather than attaching sensitive files, logs, or screenshots you would not otherwise share.
4. License
Personal License (Free)
We grant you a free, non-exclusive, non-transferable, revocable license to install and use Blockr on your personal computers for non-commercial purposes. Personal use means use by an individual for personal, non-revenue-generating activities. The personal tier is the complete application: there are no locked features, trial timers, or watermarks.
Business License ($19 per computer, one-time)
If you use Blockr in connection with any business, employment, commercial, or revenue-generating activity, you must purchase a Business License for each computer on which Blockr is installed. A Business License covers one computer for the lifetime of the software, and the same key is valid for both the Windows and macOS builds. You may purchase a Business License at twoplus11.com/blockr/windows/#pricing.
Your license is personal and non-transferable. You may not transfer, sublicense, or assign it to another person or entity.
5. Restrictions
You agree not to:
- Distribute, sell, rent, lease, or sublicense Blockr to any third party
- Reverse engineer, decompile, or disassemble Blockr except where expressly permitted by applicable law
- Remove or alter any copyright, trademark, or other proprietary notices
- Use Blockr for any illegal purpose or in violation of any applicable laws
- Use Blockr to interfere with network traffic you do not own or are not authorized to control
6. Third-Party Components
Blockr bundles open-source components (including pywebview and its pythonnet/clr-loader dependencies, used to draw the interface, and pywin32, used to talk to the Windows Firewall and read Windows event-log data), used under their own permissive licenses, the full texts of which ship inside the application. Blockr also uses the Microsoft Edge WebView2 Runtime and the Windows Firewall APIs, which are Microsoft components governed by Microsoft's own terms. These components are the property of their respective authors and are governed by their own licenses. Nothing in these Terms limits your rights under those licenses.
7. Intellectual Property
Blockr, its design, original code, and all associated intellectual property rights (excluding the third-party components described above) are owned by twoplus11 LLC. These Terms do not transfer ownership of the application. All rights not expressly granted are reserved.
8. Updates and Availability
We may release updates to Blockr that add features, fix bugs, or change behavior. Updates are free for the lifetime of your license. Blockr checks for updates automatically about once a week and tells you when one exists; nothing is downloaded or installed without a valid, matching digital signature, and you can turn the check off entirely in the app. We reserve the right to discontinue Blockr at any time without notice, though existing installations will remain functional.
9. Payments and Refunds
Business License purchases are processed by Stripe; we never see or store your full card details. Your license key is emailed to you immediately after payment. All sales are final. If you experience a technical issue that prevents Blockr from working on your machine, contact us at jeremy@twoplus11.com and we'll work to resolve it or issue a refund at our discretion.
10. Uninstalling and Firewall Rules
Blockr mirrors certain rules into the Windows Firewall so that they continue to apply while Blockr's service is not running. These rules are named with a Blockr: prefix. Uninstalling Blockr stops its service and attempts to remove every rule it created; if that fails, the uninstaller says so, those rules can remain in Windows Firewall after the application is removed, and you are responsible for removing them yourself if you no longer want them (the uninstaller and Settings ▸ Firewall and Blockr's service in the app, while it is still installed, describe exactly how). Blockr never creates an allow rule, never disables a Windows Firewall profile, and never modifies a rule it did not create itself.
11. Disclaimer of Warranties
BLOCKR IS PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT. WE DO NOT WARRANT THAT BLOCKR WILL BE ERROR-FREE, UNINTERRUPTED, OR MEET YOUR SPECIFIC REQUIREMENTS. BLOCKR IS A NETWORK FILTER: RULES YOU SET, OR THE FACT THAT A CONNECTION IS BLOCKED BEFORE YOU ARE ASKED ABOUT IT, MAY PREVENT APPLICATIONS ON YOUR PC FROM REACHING THE NETWORK, WHICH CAN CAUSE THOSE APPLICATIONS TO FAIL, LOSE DATA IN TRANSIT, OR BEHAVE UNEXPECTEDLY. BLOCKR IS NOT A SUBSTITUTE FOR ANTIVIRUS, INTRUSION DETECTION, OR OTHER SECURITY SOFTWARE, AND WE DO NOT WARRANT THAT IT WILL DETECT OR PREVENT ANY PARTICULAR CONNECTION, INTRUSION, OR MALICIOUS ACTIVITY. YOU ARE RESPONSIBLE FOR THE RULES YOU CONFIGURE AND FOR MAINTAINING BACKUPS OF YOUR DATA.
12. Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, TWOPLUS11 LLC SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, INCLUDING LOSS OF DATA, LOSS OF PROFITS, OR LOSS OF GOODWILL. OUR TOTAL CUMULATIVE LIABILITY TO YOU FOR ANY CLAIM ARISING FROM THESE TERMS OR YOUR USE OF BLOCKR SHALL NOT EXCEED THE GREATER OF (A) THE AMOUNT YOU PAID FOR YOUR LICENSE IN THE TWELVE MONTHS PRECEDING THE CLAIM, OR (B) FIFTY DOLLARS ($50 USD).
13. Governing Law
These Terms are governed by and construed in accordance with the laws of the State of Missouri, United States, without regard to its conflict of law principles. Any dispute arising under these Terms shall be subject to the exclusive jurisdiction of the courts located in Missouri.
14. Changes to These Terms
We may revise these Terms from time to time. We will update the "Effective date" at the top of this page. Your continued use of Blockr after any revision constitutes your acceptance of the updated Terms.
